Theoretical and methodical issues of effective implementation of Community Social Infrastructure Project in the Rostov Region, which is financed from the proceeds of the IBRD loan, are considered in the article. The authors analyze tender process procedures, conditions of contract obligations execution and other aspects of Project implementation in order to promote broad participation of Russian stakeholders in using of the loan proceeds.
