The institution of Russian government in Daghestan

The article is about the problem of creation of military - colonial system of government which introduced in Daghestan after finishing the Caucasian war. It has analyzed the politics of Russian administration on Caucasus, the process of elaboration and adoption the Statute of government of Daghestan region.
The Russian Governor of Caucasus prince A. I. Baryatinsky was called this system of government "the continuation of military conquest of highlanders in peaceful conditions".
This system has embodied the principles of colonial regime - the whole life of population was subordinated of military administration which used local custom in legal procedure and supported of local rulers, their estate and property rights.
