The basic directions of the state social policy in the south of Russia in 1941-1945 years are considered. The government of the USSR, local authorities and public organizations carried out clear to people of the country a social policy concerning front-line soldiers and their families. It was strengthened, in turn, authority of administrative system with a wartime.
