The article is dedicated to the research of interaction of the central and local party bodies within the limits of creation and realization of the concept of a party regional policy. Evolution the center-regional of relations in 1960 е years – ?rst half 1980th years is considered. On an example of the party organizations of the South of Russia the divergence between declarative statements of the center for activization of party control and their realization in political practice is shown.
