Experience Institutional Stabilization and Institutional Instability in the North Caucasus


Relevance of articles defined extension zone of political and institutional turbulence. She is from Africa, the Middle East and Central Asia spread to Ukraine and generates security challenges in southern Russia.
The purpose of the article to identify the experience of overcoming the political and institutional turbulence in the North Caucasus, especially in Chechnya in the 90 years of the twentieth century.
In this paper we prove that the failure of Russia’s Caucasian policy stem from exaggeration of the role of socio­economic factors ethnopolitical conflict processes. The author argues that the difficulties associated with the management SKFO features of social structure, mechanisms of formation of local elites, the contradictions between federal law and local customary law. The interaction of these factors creates the conditions for institutional and political turbulence. Analyzed exit strategy institutional turbulence in the Chechen Republic: the violent suppression of separatism and religious extremism, the dialogue between the local population, regional and federal authorities and the creation of new social institutions during the presidency of A.H. and R.A. Kadyrov and Yu. Evkurova in Ingushetia.
Found that the most successful scenario to overcome the turbulence in the North Caucasus is the synergy of a strong regional leader, the legitimation of political institutions based on social partnership of federal and regional authorities.
