Artifi cial Preservation of the Existing Structure of the Don Cossacks in 1860: Achievements and Problems
The article is devoted to several important reforms of the Don Cossacks 1860. There is pre-conscription training
reform, land management reform and the principles of appointments to civilian positions reform. The author analyzes
the reasons for change and the degree of their effectiveness. According to him these reforms were initiated by local
authorities. The War Offi ce at that time tried to develop civilian management of the region. So reforms to maintain the
existing structure were unsystematic. Their conduct could only slow down the emerging crisis. War Offi ce recognized
the need to review its policy only in 1870.
