Implementation of Fiscal Policy in the New Economic Policy’s Conditions, 1920s (Based on the Kuban Region)
The article is devoted to peculiarities of state fi scal policy in the new economic policy’s conditions in the Kuban
district (1924–1927). Fiscal policy in 1924–1927 carried out in two directions: the restoration of local fi nances, isolation
and strengthen the district and regional budgets. Allocation of local budgets created a fi nancial base for activities for
the development of productive forces and the needs of the population, an increase in government revenue sources and
the interest of local authorities in the growth of budget revenues.
Results: Proved that fi scal and monetary reforms created conditions of quarterly planning of state and local
budgets, the transition to a socially oriented fi scal policy. Identifi ed the lack of resources and inadequate measures of
fi scal policy implementation at the local level in the Kuban district. The budget process two transitional periods: the
1920s and post-Soviet Russia has a lot in common, including chronically defi cit at the regional and local (municipal)
levels, which makes full use of this mechanism for the development of investment policy. Not all municipal authorities
have a good source for the formation of a balanced budget and enforcement powers.
