The Transformation of Aul Governance System in Kabarda and Balkaria in the Caucasus Studies

The purpose of the article is reconstruction the aul control system that changed in connection with the
transformation of the Caucasian administration policy in the region in the 19th – early 20th centuries. To accomplish
this aim, there have been brought published and unpublished documentary materials (from RSHA, CSA of North Ossetia-
Alania) and existing researches on the topic.
In its fi rst part the article describes features of the aul control study in a prerevolutionary Caucasus studies in
the second half of the 19th – early 20th centuries. It is stressed that it was then formed a conceptual understanding of
the quality of life support systems for mountaineers of Kabarda and Balkaria. Consequently, the published works have
largely determined the future for the study of issue.
In the second part, it is covered aul controls in the fi rst half of the 19th century when all power, including the
judicial one, was concentrated in the hands of the owner of aul. In the 60s of the 19th century administrative changes
were made in the Kabardian District. As a result 42 settlements were formed, 33 in Big and 9 in Minor Kabarda. The
article also analyzes the legislative acts adopted by Caucasian government administration and royal power (the “Regulation
on the aul societies and highland population of Kuban and Terek regions and their public administration”, “Temporary
regulations for the Mountain verbal courts of Kuban and Terek regions” “On agriculture (aul) court” and etc.) to create
a new system of administrative-territorial control the region.
In the third part the components of aul judicial system and legal proceedings are studied. It is emphasized the
democracy of rural court.
