Conceptualization of the Management Team in the Public Service

In modern conditions, the effi ciency of public authorities depends not only on the availability of fi nancial and
information resources, but also on the application of new management technologies. One of such technologies is command
management that implies the effective using of management capacity, by building management teams.
The object of this article is not just a team, but also the management team.
The purpose of the article is to clarify existing categorical apparatus and conceptualize the notion of the management
team in the public service.
Based on the expert survey on the topic: “Problems of teambuilding in the Civil Service of the Rostov region”
concept of the management team were analyzed. The majority of respondents identifi ed the management team – as a
community of professionals united by a common purpose and effectively perform management activities.
The author determines that the management team is an intersubjective system, which is characterized by highly
professional team members perform specifi c roles and functions, with dominance of communicative rationality and tight
focus on a specifi c goal, and an opportunity to develop individually in the joint development. The main aspects of
intersubjectivity are communication, joint activities, interpersonal relationships, value orientation to person, and so on.
