Administrative-territorial Organization of the South of Russia on the Project of the South-Eastern Regional Planning Commission of the early 1920s

The article is devoted to the analyzing of the project of economical zoning and administrative-territorial organization of the South of Russia which was worked out by the scientist from Rostov-on-Don in the early 1920s. This project was based on the original view on the future of economical and political development of the territory which can be of interest for the modern specialists in the sphere of the regional economic and management. Among the authors of this project were such scientists as A.S. Aksamitnyj, G.N. Gurari, P.N. Lyaschenko and some others. These soviet researchers supposed that administrative system of the region should be divided into three levels – district (“rajon”), county (“okrug”) and the region (“oblast’”). Each level should have specifi c system of management of social sphere and economic. The borders of the districts and counties should be determined using the methodology of economical zoning.
This methodology let take into consideration a complex of factors which characterized the development of the territorial economic. The most management functions belonged to the district and county levels of government. With such system the locals could more actively participate in the management of their life than with old system of the regional government.
Despite the differences of modern political and economic systems from the 1920s, many original ideas of the scientists of the South of Russia which are analyzed in the article can be used in the modern conditions.
