Problems of Economical Zoning and Administrative-Territorial Organization of the South of Russia in the Works by P.I. Lyaschenko

The article is devoted to the analysis of the scientifi c heritage of outstanding economist and historian P.I. Lyaschenko. Though biography of scientist have already become a subject of special researches, interesting works by scientist which were written when he lived in Rostov-on-Don were not specially studied until recent time. In 1918–1923 P.I. Lyaschenko wrote serial of works devoted to problems of development of regional economy of the South of Russia and worked out his project of economical zoning of the region. In contrast to many others scientifi c works of that time devoted to these issues, the research of Lyaschenko were based on the careful analysis of the empirics. Such approach let him more objectively consider the state of development of the economy of South of Russia and to define real economic goals and way of their achievement. The researcher explained the necessary of integration of the Don Rregion, Kuban and Black Sea region, Stavropol province and the Northern Caucasus in only administrative region. The specific feature of Lyaschenko’s project was an idea about economic and administrative integration of the South of Russia on the basis of Cossacks as unique ethnic and social group of the South of Russia. In the publications by Lyaschenko wrong of the
project of administrative-territorial organization of the South of Russia which was in the State Planning Commission worked out was proved. The ideas by P.I. Lyaschenko in the works by the scientists from the South-Eastern Planning Commission were developed and provided the basis for the project of administrative-territorial organization of the South of Russia which in 1924 was realized. Many ideas of the scientist about methods of regional economic planning and programming, ways of the development of economy of the South of Russia did not lost their scientific significance and can be used in the modern conditions.
