Scientifi c Expertise of Terrorism as a Socio-Cultural Phenomenon of Contemporaneity
This article presents results of the study of contemporary expert opinion on terrorism, represented in the collection of materials of the All-Russian scientific-practical conference “International legal means of counter-terrorism in the
context of globalization. Problems of terrorist mercenary activities among young people and the ways of overcoming them “(Stavropol, 27–28 July 2016).
Scientists emphasize the specifi cs of terrorism in the context of globalization, perception of terrorist acts in several countries as an everyday phenomenon by the international community, international nature of terrorism and its transformation into a form of economic activity, the strategic directionality on changing national borders, the fi ght against Christianity and the development of increasingly destructive methods.
A common opinion is that there is a severe rise of Islamist terrorism and religious extremism based on the emphasized demonstration of religious affi liation by terrorist groups. According to experts, the greatest volume of terrorist activities falls on the Asian and Middle Eastern regions.
Experts consider the absence of a unifying national ideology, errors in the socio-economic and cultural policy of the state, the negative trends in social interaction, corruption, destruction of the traditional system of education and training as the main reasons for the spread of terrorism. Targeted destructive activities of foreign organizations and formations, contradiction between the norms of criminal law and Sharia, acting informally among the Muslim population, are named among the causes of terrorism in the North Caucasus.
The expert community is unanimous in the understanding of the high importance of ideological and informational factors to the spread of terrorism and to counter it.
