Public Power and the Local Community: Opportunities of Philosophy Approach in Confl ict Management

The article justifi es the possibility of applying a philosophical approach to conflict management at the level of the local territorial community. The author applies the methodology of the philosophy of confl ict to the analysis of legislation in the fi eld
of local self-government and of a real practice in solving issues of local importance. The analysis bases on the ideas of Max Horkheimer, Ralf Dahrendorf, Lewis Coser, etc.
The author shows that the local community in the context of the reform of local self-government lasting more than 20 years is a fairly conflict environment. In this environment, confl icts arise between state authorities and local self-government
bodies, local self-government bodies and the population, various social groups within the community, etc. At the same time, the proximity of ties between people in the local community causes a special severity of confl icts. Attempts to suppress conflicts
in the local community only lead to an increase in tension. The philosophy of conflict allows us to identify the deep connection of confl ict in the local community with the fundamental problems of human freedom and the complexity of the world, determine
the main confl ict factors and manage the confl ict not by suppressing, but by developing it.
