Government and Public Assistance in the Kalmyk Steppe of Astrakhan Governorate in XIX – early XX Centuries

The need to develop social performance from both government and society is once again of utmost importance in modern socio-economic situation of the country. In this regard historical record for such activities should be reviewed.
The purpose of this article is to study various government and public support measures for different categories of people in need taken in the Kalmyk steppe of Astrakhan Governorate in XIX – early XX centuries.
The goals and objectives of the study have been met by using a wide range of theoretical literature, archive materials and academic papers.
The study included internal and external causes, prerequisites and features of charity development, government and public assistance in the Kalmyk steppe of Astrakhan Governorate at the period in question. It has also drawn attention to an increased demand of Kalmyk population in social care.
As a result, the study defined key players and objects for charity and social performance and indicated that government and public assistance for the Kalmyk population was carried out in various methods involving diverse funds.
