The Role of the South-Eastern Bureau of the CC RCP(b) in the Implementation of National Policy in the North Caucasus (1921–1924)

The article is devoted to determining the role of the South-Eastern Bureau of the Central Committee of the RCP(b) in the implementation of national policy in the autonomies of the North Caucasus (1921–1924). The main functions of the South-Eastern Bureau of the Central Committee have been clarified: leadership in the suppression of anti-Bolshevik uprisings; determination of the status and functions of subordinate authorities; personnel policy; regulation of conflicts between the autonomies of the North Caucasus; implementation of zoning (administrative-territorial reform); development of party directives at the macro-regional level
in the field of economic, social and educational policy; control over the execution of central and regional decisions. The activities of the South-Eastern Bureau of the Central Committee of the RCP(b) ensured the successful reintegration of the multi-ethnic macroregion after the Civil War, contributed to the organizational strengthening of the party and state authorities in the autonomies of the North Caucasus.
