State Policy in the Field of Artistic Culture in Kabardino-Balkaria in the 1920–1930s and the Features of its Implementation
The article analyzes the processes of development of a number of areas of artistic culture of Kabardino-Balkaria in the 1920–1930s. It is determined that the decisive role was played by the policy of the Soviet state in the fi eld of cultural construction,
which was the impetus for the emergence of professional forms of culture in the republic. National theaters were opened, the Kabardino-Balkarian Choir, the Kabardinka Song and Dance ensemble were created, creative unions were formed. It is noted that professional art has not escaped state influence on all spheres of artistic creativity, which developed according to the directives emanating from the central and republican authorities. Along with professional forms of culture, non-professional, folk ones continued to exist. Between them, an active position was occupied by the middle link – amateur folk art, which in fact was not such, since it was under the strict control of party structures at diff erent levels. Despite the fact that the results of such a policy were contradictory, a signifi cant part of the population of the republic had the opportunity to become involved in creativity, which had a positive impact on the spiritual development of the peoples of the КBR. The methodological basis of the study was the problemchronological method, which made it possible to identify and consider all the problematic aspects of the development of the artistic culture of Kabardino-Balkaria during its professional formation.
