About the Using of the Russian Language in Office Work in the Baltic Region in the 60s–70s of the 19th Century

region, the main content of which is attempts to consolidate the course for the involvement of this outskirts in the general imperial space by introducing the Russian business language into the administrations on the basis of the law of January 3, 1850.
Methods: Historiographic and source analysis, compare analysis are the basic methods of the current research. Legal and monument sources are classified according to the problem-chronological principle.
Results: In view of the contradictions in the imperial government regarding the goals and pace of the new course in the Baltics, the main role in its implementation was assigned to the Baltic governors-general. The political course of P.P. Albedinsky
is marked by the same uncertainty: having determined the implementation of the highest directives for the introduction of the Russian business language as the basis of his own course, he is convinced that there are no necessary conditions, primarily in terms of studying the Russian language in the Baltic provinces, and on this basis he substantiates the need to preserve numerous exceptions to the adopted regulations.
