Legal Status and Scope of Powers of the Treasurer of the Kabardian Public Sum in the Conditions of Integration of the Peoples of the Caucasus into the Economic System of Russia in the Second Half of the 19th Century
The article is devoted to the study of the legal status and determination of the scope of powers of the treasurer of the Kabardian public sum in the context of the integration of the peoples of the Caucasus into the economic system of Russia in the second half of the 19th century. The legal status of the treasurer was considered on the basis of the Regulation on the Management of the Kabardian public sum (1859). It was established that during the activities of the Sum, the legal status and set of powers of its treasurer could be clarified and supplemented on the basis of orders and instructions of its direct supervisor represented by the district head.
The approaches of the authorities to the selection of personnel for the position of treasurer and the procedure for holding elections at congresses entrusted from the people are determined. It is mentioned about the activities of specialized commissions under the district board to verify the activities of the treasurer. It is determined that the treasurer was responsible for the accounting and storage
of the funds of the Sum and mortgages, maintaining a register of the receipt and expense of the amount, registration of accepted and issued pledges, organization of document flow for its management, preparation of current and periodic reports, preparation and filing a statement of claim with the court for the repayment of debts from unscrupulous borrowers, representing the interests of the Sum in the course of legal proceedings, keeping records of the receipt and expense of punitive amounts, recovered for crimes from residents of the district, etc. It is concluded that, that the treasurer held one of the key positions in the administrative system of the Nalchik District at the stages of integrating the region into the financial and economic system of the Russian Empire.
