The Bailiff Administration of the Balkarian People in the System of Local Judicial and Administrative Control in the Central Caucasus in 1846–1858

The article is devoted to the study of the peculiarities of the activities of the bailiff department of the Balkarian people in the system of local judicial and administrative control in the Central Caucasus in 1846–1858. Based on the analysis of the reports of the Balkarian bailiff to the head of the Center of the Caucasian line, instructions of the head of the Center to the bailiff , petitions of residents of the territory subordinate to the bailiff to various authorities, correspondence of the bailiff with other institutions, financial documents, accounting sheets and reports on fi nes collected from the population, the options for naming the position of the Balkar bailiff used in offi ce practice were considered, determine the management staff and the peculiarities of its interaction in other institutions of local judicial and administrative control, the scope of the bailiff 's powers was determined, the peculiarities of the functioning of the mediator courts after the introduction of the bailiffdepartment were characterized. Using examples of the activities of mediator (intermediary) courts, the peculiarities of the functioning and transformation of some traditional institutions of Balkar justice in the context of their integration into the political and legal space of the Russian Empire were characterized. It was concluded that against the background of the fact that the bailiff was endowed with a number of administrative, judicial and control powers, most of the institutions of political and socioremative culture of the Balkars continued to function in the same form, but under his control.
