This article is devoted to organization of the partisan movement in Rostov Oblast at the beginning of the Great Patriotic War. Authors of this article used documents from the State Archives of the Rostov Oblast and the Center for Documentation of the Contemporary History of the Rostov Oblast. They concluded that plans for the development of the partisan movement could not be realized due to both natural
conditions and the miscalculations of the leadership itself during the rapid occupation of Rostov Oblast in the summer of 1942. Nevertheless, an effective system of interaction between partisan detachments and units of the Red Army has developed in the northeastern regions of Rostov Oblast. The partisans carried
out orders from the military command, conducted reconnaissance, led groups of Red Army soldiers out of encirclement, and in some cases fought defensive battles together with units of the Red Army.
