The Evaluative, Motivational and Cognitive Components of the Creative Abilities of Personnel Deployment of the Russian Civil Service

Mastering of new methods and principles of management in modern Russia requires the formation creativity of the Russian civil service. Creative abilities of civil servants as the ability to creative thinking and innovation on the basis of the creative imagination, include evaluative, motivational and cognitive components. With an increase in the effectiveness of the system of management of development of creative potential of employees related package of measures, including the formation of an effective system of motivation and improving the quality of management. Management creativity of employees is closely linked with the development of their cognitive abilities and the formation of values, which refl ect the attitude of social actors in fl owing social processes. Moreover, formation of a new type of manager in the space of public service includes not only the training of employees, but also that they have a certain spiritual and moral qualities, sense of responsibility for their professional labor which requires a concerted effort and considerable time.
